Scooter is the main character of Ribbit King's story mode. He is a carpenter and resident of the planet Hippitron. He is sent by King Hippity-Hop to win an intergalatic frolf tournament in order to obtain the prize of Super Ribbenite- a mineral which is needed to power the planet Hippitron and save it's residents from demise.
	Picwick is an anthropomorphic picnic basket and frolf starter kit that was purchased by King Hippity-Hop- on sale- for the purpose of teaching Scooter how to play frolf. He accompanies Scooter through both story modes and serves as both a companion and an inventory menu. It is revealed that he is considered to be a very low-quality frolf kit.
	Sluggy is an alien who serves as the offical referee for the intergalatic frolf tournament. He announces the results of each frolf match and awards the secret bonus. He works out of his Frolf Utility Vehicle (FUV) spaceship. Outside of frolf Sluggy has three children and a wife. He plays the standup base in a band. His favorite food is oden.
	Pan-Pan is a panda from the planet Pow-Pow. He claims to be a kung-fu frolf expert. He is first seen wearing a cave-man style toga with a bone for a frolf mallet. His second costume is a space suit and hammer.
	Lunk is a rock monster from the planet Rock N Roll. He is a large cyclops composed of boulders. He uses his apperance to hide amoungst rocks to surpise others as a joke. He is strong but gentle.
	Pappy is a Yakka-Yakka seed that has been enlarged to 10 times it's natural size. He is from the planet Ribbitopia. The second time Pappy is encountered he is accompanied by his brothers Pepe and Papoo. The form of Pappy, Pepe and Papoo take the place a second costume for Pappy. Pappy is the eldest brother.
	Sir Waddlelot is a mechanical penguin that is being oppertated by a Dropsie, a creature that colonized Ribbitopia in order to turn it into a nature preserve. He is from Planet Techtron.
	Princess Tippi is the princess of Planet Tippi Toenail she is ostensibly a human girl. Tippi complains of being overworked, and is usually tired when encoutnered. She takes power naps and may be iron deficient. When encountered for the second time it is her fish-hat that speaks and challenges Scooter to a match- perhaps it's a parasite sucking out her energy? Tippi is the only female character in the game. According to her in-game bottlecap her real name is Anatasia.
	Sparky & Whoosh are a pair of gaming ghosts from the Underworld. Sparky is a ghost of unknown species but appears to be a dog. Whoosh is will-o-whisp type ghost who appears as a flame. Whoosh is the more outgoing of the pair while Sparky plays his handheld video game and does not speak. Sparky is an action gamer while Whoosh perfers RPGs.
	Kosmo is an alien from the Area 21 galaxy. Kosmo speaks an unknown language. He has his own UFO. The bottlecap description for his second costume describes his outfit as very fashionable because he is "looking for a girlfriend".
	Gumbah-Goo is both a game mechanic and an opponent. Throughout the story mode he is a gacha machine that Scooter can purhcase items from on the FUV. He is the last opponent in the first story mode.
	King Hippity-Hop is the king of planet Hippitron. He sends Scooter on the mission to win the frolf tournament to save Hippitron. He contacts Scooter after each frolf match and is the primary game saving mechanic. He is only playable in the Gamecube version of the game.
	Captain Oinka is the king of Planet Oinka-Tron and the commander of its army. He is the villian of the game's second story mode. He is only playable in the Playstation 2 version of the game.
